Log Message:
Adding HEADER files to inform people that on a directory index the lower
listings are later releases.  (Yes, a surprising number of people still
download jdom-b3 probably because it's at the top of the listing.  I
want old betas still available so this seems like a fine workaround.)

Apache needs a config tweak to display the file; I've put in that request.
