Tests/compiles will use libraries based in the build.xml file.  Though not heavily 
tested it should allow you to run the tests with different versions of JDOM and
of different parser jar files.

Added the junit report task, testreport.  this builds a javadoc like html report
on the xml output of the test task.

The testui function has a new caveat.  Turn off automatic class reloading until
we figure out how to not load a parser in the system classpath for ant.
