[jdom-interest] file: and xerces

FYI: I upgrade to B5 using the xerces.jar that comes with B5. I found that
this xerces reports a file-not-found error if you don't prepend file: to the
file name. The old one defaulted to a file name stored on the local file
system. -Frank
