[jdom-interest] exception reading dtd for wml

hello,
the parsing of my xml is throwing an exception on the following line:
<!DOCTYPE wml PUBLIC "-//PHONE.COM//DTD WML 
1.1//EN" "http://www.phone.com/dtd/wml11.dtd" > 

The error message is:
"The markup declarations contained or pointed to by the document type 
declarations must be well-formed"

As far as I know this dtd is well-formed. Does anybody have any ideas as to 
what is going wrong?
