Two reasons:

1) It's pretty easy to build yourself by setting your classpath and
typing "build".

2) Anyone afraid of doing #1 should skip using pre-release software.

But I agree we need a README in the root directory.  Having instructions
in build.xml isn't intuitive.  I'll move the text over.
