[jdom-interest] SAXBuilder bug reading DTD internal subset?

Try setting expandEntities to false on SAXBuilder to force the registration of 
the DeclHandler:
   builder = new SAXBuilder(true);
   builder.setExpandEntities(false);
   doc = builder.build(new StringReader(data));
