Personally, I prefer to keep the JDK small. Fact is, not everyone needs 
JDOM. I'm not sure bundling it with the JDK really helps all that much.

Also, as Xerces has proved, bundling something in the JDK makes it much 
harder to upgrade JDOM and fix bugs in it in the future. Projects 
outside the JDK can evolve independently of the JDK on their own schedule.
